Recently, Congress updated the Mine Safety and Health Act of 1977 (MSHA) and also enacted the Mine Improvement and New Emergency Response (MINER) Act of 2006. These laws, while meant to provide a safer working environment for coal and mineral miners, have greatly increased the administrative tasks of those ultimately responsible for coal mining safety.
